Capt Nemo (Robert Ryan) has to defend his underwater metropolis against a giant manta ray. Meanwhile some passengers from a ship he saved from drowning are proving difficult, including Senator Robert Fraser (Chuck Connors).
Lack-luster prequel to 20,000 Leagues Under The Sea, tries to add comedy to the mix with petty crooks Bill Fraser and Kenneth Connor.
