Detectives in a rundown Boston police department, including Burt Reynolds, Tom Skerritt and Raquel Welsh, strive to catch an extortionist who is targeting a local politician.
A gritty slice of life drama, with a side of comedy. Unfortunately it doesn't quite gell and ultimately its meandering wastes the many talents involved.
